Application for a place in early childhood education
Application for a municipal place in early childhood education can be submitted year-round. The application must be submitted at least 4 months before the care is needed. If a care place is needed from the beginning of August, the application must be submitted before the end of March.
If the need for early childhood education arises due to employment, studies, or training in such a way that the timing could not have been predicted, one should apply for a place in early childhood education as soon as possible, but no later than two weeks before the child needs early childhood education.
The application is primarily made electronically in CGI Vesa
CGI Vesa
CGI Vesa is an electronic service for early childhood education that is used via a web portal. To use the service, you need personal online banking codes or a mobile certificate.
In Vesa, guardians can apply for a place in early childhood education and preschool, report care times, submit income information, etc. Guardians can follow the application process in Vesa. Decisions become visible immediately in Vesa and the Suomi.fi services. Decisions can also be sent home by mail if desired.
Children’s care hours are tracked by staff clocking in and out the children with the CGI Vesa app.
When your child is a customer in early childhood education, you can:
- Submit an application for early childhood education and preschool
- Submit an income statement for the client fee in early childhood education
- Receive decisions about a place in early childhood education and preschool in the Vesa service – Note! The decisions do not show the department, only the daycare unit
- Receive decisions about client fees and review of client fees in the Vesa service
- Report the child’s care times – to be implemented later in the fall, information will be provided when it becomes relevant
- Add information about the child’s allergies and special diet
- Give permission for leave within early childhood education (e.g., publication permission)
- Update your own and the backup pick-up person’s contact information
Note! If the guardian has already applied for and received a decision about a preschool place but needs to apply for supplementary early childhood education, the application must be made on a paper form available from the education office, daycare units, or alternatively can be printed from the city’s website.

Preschool
The Basic Education Act was amended by a law (1040/2014) that came into force on January 1, 2015, making it mandatory to participate in preschool education. From August 1, 2015, children must participate in one year of preschool education or other activities that achieve the goals of preschool education in the year before compulsory education begins.
Preschool education is an activity that supports the child’s learning, participation, development, and growth. During preschool education, children discuss, play, move, explore, experiment, gather information, and solve problems. Preschool education strengthens the child’s self-confidence and offers positive learning experiences and opportunities for diverse interaction with peers.
Preschool education is based on the preschool education plan. The curriculum for preschool education is a plan on how preschool education is organized in Raseborg. Raseborg’s preschool education curriculum is based on the National Core Curriculum for Preschool Education by the Finnish National Agency for Education. In Raseborg, an individual preschool education plan is also prepared for each child. Based on the preschool education curriculum and the child’s plans, a group plan for preschool education is also developed, detailing activities based on the group’s needs.
Preschool education is provided at all daycare centers if a sufficient number of preschool children (at least 7) register, considering the characteristics of the area. Parents apply for a preschool place for their child at the daycare center of their choice. The municipality reserves the right to redistribute preschool children based on the number of places and staff resources.
Each daycare center has set operating hours for preschool, mainly from 9:00 AM to 1:00 PM (4 hours/day). Preschool follows the school’s operating days, such as Christmas holidays, winter holidays, and summer holidays.
Preschool amounts to approximately 700 hours/year. These hours are free of charge, while any additional daycare is subject to a fee.
